This PR merges Gary's changes in from before he left to support the application_tokens endpoint in the auth app in https://github.com/shiftcommerce/shift-authentication/pull/96.

The only changes I have made relate to the realisation that we don't need client_secret when exchanging an access_key for an access_token.
